Our Story
McBade Engineers & Consultants, L.L.C. was founded in March 2016 in Youngsville, Louisiana by Pamela Gonzales Granger, P.E., with a vision to provide high-quality civil engineering services through a more responsive, client-focused approach than typically found in larger corporate firms. Built on decades of industry experience, McBade was established to combine technical excellence with strong leadership and personalized service.
From its inception, the firm has focused on delivering comprehensive civil engineering solutions across a wide range of disciplines, including transportation, drainage, water and sewer systems, and complex hydraulic and hydrologic modeling. Under Ms. Granger’s leadership—bringing more than 30 years of experience in infrastructure design and major civil works projects across the United States—the firm quickly developed a reputation for tackling both local municipal projects and large-scale, technically complex initiatives.
A significant milestone in McBade’s growth occurred in June 2019 with the acquisition of Dubroc Engineering, Inc., a respected local firm with more than 25 years of history in the Acadiana region. This strategic acquisition expanded McBade’s capabilities and deepened its roots in the local community, bringing together more than 180 years of combined civil engineering experience.
Since then, McBade has grown into a trusted regional engineering partner known for delivering innovative and practical solutions. Despite its size, the firm has successfully led and completed some of the largest and most complex water resources and infrastructure projects in the Teche-Vermilion Watershed and surrounding areas. The firm has also distinguished itself through its leadership in alternative project delivery methods, particularly Construction Manager at Risk (CMAR), becoming one of the most experienced firms in Louisiana for this approach on horizontal infrastructure projects.
The firm’s expertise extends beyond design into grant-funded project delivery, where McBade has demonstrated exceptional capability in navigating complex state and federal funding programs. Notably, the firm played a leading role in projects funded through FEMA’s Hazard Mitigation Grant Program following the 2016 Louisiana floods—delivering some of the first completed projects under that program.
Today, McBade remains a proudly local, woman-owned small business while continuing to compete at a level often associated with much larger firms. PAMELA G. GRANGER, P.E.
Founder/President/Principal Civil Engineer

Pamela Gonzales Granger, PE, is a Principal Civil Engineer with more than 32 years of experience leading the planning, design, permitting, and construction administration of complex civil, transportation, water resources, and coastal infrastructure projects. She holds a Master of Science in Engineering and a Bachelor of Science in Civil Engineering from the University of Louisiana at Lafayette and is licensed as a Professional Engineer in both Louisiana and Florida. Ms. Granger is an active member of the American Society of Civil Engineers (ASCE), the Louisiana Engineering Society (LES), the National Society of Professional Engineers (NSPE). She is a current board member of the Louisiana Association of Building and Industry (LABI), and a Lafayette Economic Development Authority (LEDA) board commissioner.
Ms. Granger’s technical expertise spans bridge and roadway design, water and wastewater systems, drainage basin and water resources design, hydrology and hydraulics, levees and hydraulic structures, water management systems planning, and large-scale civil works. Her background also includes extensive experience with coastal restoration projects and flood mitigation initiatives, including engineering of the 15% design phase of the Mid-Barataria Sediment diversion and the engineer of record for the C-44 Reservoir and Stormwater Treatment Cell Project for the Everglades Restoration.
As a Project Manager and Principal Engineer, Ms. Granger leads multidisciplinary engineering teams delivering complex projects for local, state, and federal agencies. She provides technical oversight, quality control, client coordination, and strategic guidance throughout all phases of project delivery. In addition, she brings extensive experience in grant writing and grant program management, supporting projects funded through Louisiana state agencies and multiple federal programs. Ms. Granger has lead and managed more than $105M in Construction Manager at Risk (CMAR) delivery method projects from design to construction.
Ms. Granger’s depth of technical expertise, leadership in multidisciplinary project delivery, and extensive experience with grant-funded and publicly financed infrastructure projects provide significant value to public-sector clients seeking resilient, efficient, and constructible engineering solutions.
Dale LeBlanc, PE
Vice-President/Principal Civil Engineer

Dale LeBlanc, PE, is a Principal Civil Engineer with more than 51 years of professional engineering experience providing leadership, technical oversight, and quality assurance for complex municipal and transportation infrastructure projects. He earned a Bachelor of Science in Civil Engineering from the University of Louisiana at Lafayette in 1974 and is a licensed Professional Engineer in the State of Louisiana. Mr. LeBlanc is an active member of the American Society of Civil Engineers (ASCE) and the Louisiana Engineering Society (LES).
Mr. LeBlanc’s extensive experience encompasses urban and rural highway design, including roadway geometrics and drainage design; major drainage and flood control projects involving storm drainage systems and concrete channels; commercial and residential developments; and utility extensions and relocations. His background also includes a wide range of municipal civil engineering projects such as water distribution systems, water towers, and sanitary sewer collection systems.
In his role as Principal Civil Engineer, Mr. LeBlanc provides senior-level technical oversight and serves as the firm’s primary Quality Assurance/Quality Control (QA/QC) reviewer for roadway, drainage, and bridge projects. His responsibilities include independent review of engineering designs, permitting documents, hydrologic and hydraulic modeling, and no-rise certifications to ensure regulatory compliance, constructability, and long-term performance.
